I tried US Chicago, UK, Spain and Portugal and Central Russia. I saw almost the same games.
Maybe somehow Steam ckecks availible servers by your IP? Cause all games were by my well-known opponents (Imp, V-M, EOS and USSR), an these are russian clans.
Of course, there was games by players from all over the world. But they are always there. I mean familiar host names)
I order to switch Download regions you will have to quit the game, open Steam and change regions, then restart Steam, then boot the game again. If this routine
is not followed, there is a chance that you are not really changing regions, and just looking at the same one again.
Other possibilities are that there are two people in different regions that are friends and are in a game together. That game may be visible on both servers servicing their original Download regions.
Thankfully it doesn't matter that much to us, as I have decide to go with language as a regional divisor anyway. Beyond the language separation we will have to have continental super-divisions. As you surmised, there are definite separations between what they call "independent publisher divisions" of North America, Europe, and Asia.
So we will have Regional Competitions for Each language in a given regional area (of the three), with possible subdivisions of large regional areas of the same language (along time zone splits).
